Promoting social dialogue: Strengthening the capacities of the Tripartite Committee for Labour Policies

In 2003, a national social dialogue mechanism was created in the territories under the Palestinian Authority: the Tripartite Consultative Committee for Labour Policies. It has 21 members and is fully tripartite.

In 2009, the Minister of Labour appointed new members and asked the ILO and its Training Centre to organize a course that would strengthen the institutional capacity of the Committee. Acordingly, a one-week course was held in Turin for the 21 members of the Committee.


The course had a theoretical part, on the main issues and trends in social dialogue, and a practical component, in which the participants, with support and facilitation by ITC experts, formulated their own action plan. The Minister of Labour also attended the workshop, which ended with a formal “Turin Declaration” on the Action Plan of the Tripartite Consultative Committee for Labour Policies.
