Description

In 2009, the United Nations System introduced Social Protection Floors as one of nine strategies for overcoming the economic and financial crisis. The ILO then embarked on its mandate of developing specific standards for incorporating basic social security benefits and services within the framework of social security systems, culminating in Recommendation 202 on Social Protection Floors. This includes gender mainstreaming as a fundamental pillar, to ensure that social protection floors aim to achieve equality and close gender gaps. Since then, ACTRAV has drawn up several proposals for developing social protection floors focusing on care. These are designed from the perspective of the right to receive care -covering the social needs of childhood, old age and disability - as well as the right to provide care under conditions of dignity - reducing the burden of unpaid care falling on women - and decent work - when provided as a paid activity. This training activity will guide participants towards an overall analysis that pulls together the different strands covered. Its frame of reference is an economy based on living sustainably as opposed to accumulating capital. This is referred to as "social organization of care". The purpose of this course is to highlight the elements comprising this approach. It starts by reflecting on the economic aspect of care before going on to consider all its different manifestations and bring them together in a broad and comprehensive trade union proposal.
