The primary goal of the ITC-ILO in Europe and Central Asia is to assist capacity building and to increase the competencies necessary to secure opportunities for women and men to obtain decent and productive work in conditions of freedom, equity, security and human dignity.

The countries of Europe and Central Asia encompass enormous regional diversity, characterized by a rich historic heritage, political, ethnic and religious pluralism, and strong social solidarity that represents a depository of knowledge and experience offering valuable lessons and innovative thinking in training and capacity-building methodology.

A majority of Central Asian and Western Balkan countries are still completing economic transitions, and need to deal effectively with the social impact this has. Moreover, they have all suffered the consequences of the global economic crisis.  Nevertheless, two successful rounds of accession of new EU member states have taken place, and further candidates are on their way towards full membership status.
In Europe and Central Asia, we work to strengthen the capacities of governments, workers’ organizations and employers’ organizations through training in employment generation, alleviating social exclusion, managing labour migration, eliminating human trafficking, improving industrial relations and reforming social protection schemes.

The Europe region remains the geographic area attracting the highest number of participants in Turin Centre programmes. Moreover, there has been a significant increase in the number of projects on EU social policy for EU Member States which the Centre runs on behalf of the European Commission.
