The Diploma in Labour Inspection is an initiative designed to consolidate and enhance individual competencies and align them with institutional efforts to strengthen and modernize labour inspectorates. This diploma aims to integrate personal learning journeys with actionable outcomes, empowering participants to contribute effectively to the institutional development of labour inspection systems worldwide.

Labour Inspection

The Diploma consists of courses offered by the ITCILO in the field of labour inspection, delivered both online and face-to-face, as listed below. To earn the “Diploma in Labour Inspection” recognition, participants must complete three qualifying courses within a five-year period and successfully complete a capstone project.

Why the Diploma?

It emphasizes practical application, fostering innovative approaches to strengthen institutional capacities, promote compliance with labour standards and ensure decent working conditions.

The Diploma represents a strategic effort to bridge knowledge and practice, supporting a global vision of modern, evolving and future-ready labour inspection systems. Participants will engage in learning journeys based on participatory and learner centred methodologies combining lectures, discussions, case studies, interactive exercises, study visits and extensive group work, in which learning needs are assessed and matched with principles and guidance intended to turn learning outcomes into actionable improvements of the labour inspectorates at regional and central levels.

The Diploma in Labour Inspection is tailored for professionals dedicated to strengthening labour inspection systems. It is particularly suited labour inspectors and managers at national, regional, or provincial levels who aim to enhance their knowledge and skills in labour protection. It also welcomes officials from labour administration systems, trainers from labour inspection or administration institutions engaged in capacity-building initiatives for labour inspectors as well as staff from labour inspectorates with duties for training and mentoring new recruits or responsible for continuous learning for inspectors.

Additionally, the Diploma is valuable for representatives of workers’ and employers’ organizations with a vested interest in labour inspection, as well as ILO officials, technical cooperation project staff, and consultants engaged in advancing labour standards. Experts, researchers, trainers, and educators working on labour-related issues, including university professors and trainers specializing in labour inspection and occupational safety and health, will find the programme instrumental in broadening their expertise and impact. On achieving the Diploma Labour Inspection recognition, successful candidates will:

  • Have developed advanced knowledge and practical skills in key areas of labour inspection;

  • Be able to demonstrate their efforts to translate acquired knowledge and vision into tangible actions to advance and modernize their labour inspection systems through a capstone project and an internationally recognized certification from the ITCILO; and

  • Be part of a dynamic and growing network of labour inspection professionals, creating opportunities for ongoing collaboration, exchange of best practices and collective efforts to address emerging challenges in the world of work.

Design

Each of the three chosen courses immerses participants in a dynamic, intensive and flexible learning experience, designed to ensure rapid enhancement of expertise and a deep understanding of key concepts in labour inspection. The programme combines the most up-to-date content with interactive methodologies, fostering a steep learning curve in a collaborative and internationally diverse environment. The design ensures that participants benefit from networking with a global community of labour inspection experts and that learning is not only impactful but also directly applicable to real-world labour inspection contexts.

Certification process

The Diploma consists of:

  • Three (3) Labour Inspection courses, including compulsory participation in the Academy on Labour Administration, Labour Inspection and Workplace Compliance (see the full list of available Labour Inspection courses above); and

  • A capstone project.

The eligible Diploma courses are offered either online or in person. To meet the requirements for the “Diploma in Labour Inspection,” participants must earn the ITCILO Certificate of Achievement for all three courses and successfully complete their capstone project within a five-year period.

Assessment

For each eligible course, the assessment process establishes whether participants have a full grasp of the skills and concepts included, resulting in a course-specific Certificate of Achievement issued by the ITCILO. To earn the Diploma, participants need to complete three courses and then undertake a capstone assessment demonstrating the consolidated learning of the courses combined. The capstone assessment involves a written assignment that utilizes analytical approaches from the three completed courses to develop recommendations for strengthening and modernizing the labour inspection system within a specific country context.
