Introduction to the course

At the International Training Centre of the ILO, we believe that effective training for labour inspectors goes beyond theoretical knowledge—it thrives on practical, peer-to-peer learning and experience sharing. However, the role of a labour inspector is not inherently that of a teacher, and transitioning to a mentor or trainer comes with its own set of challenges. Many inspectors may wonder how to effectively plan and deliver training sessions, where to find the appropriate tools and adult-learning methodologies, or how to identify and incorporate core technical content into their curricula.

To address these needs, we have designed this Training of Trainers course to empower labour inspectors with the skills and resources they need to become confident and impactful trainers. This course is built on  the ILO Training Curriculum on Building Modern and Effective Labour Inspection Systems—a standardized yet adaptable modular resource package that can be tailored to the unique contexts, priorities, and strategies of your country. Participants will engage in dynamic learning experiences that include interactive sessions, practical exercises and group discussions, all facilitated by ILO specialists, renowned experts, and fellow inspectors from around the world.

Why should I join?

This course aims at strengthening the national and institutional capacity for the development of the competences of the labour inspectorates and raise the necessary skills of the labour inspectors.

Upon completion of this programme, participants will be able to:

  • Explain the principles, functions and main characteristics of Labour Inspection and Labour Administration.
  • Describe the main considerations and ILO directions on labour inspection policies and strategies.
  • Describe the ILO guidelines for the inspection of the working conditions, the employment relationships, occupational safety and health and the vulnerable groups of workers.
  • Plan and conduct labour inspection visits.
  • Develop tools, competences and skills for improving the performance of labour inspectors.
  • Design and evaluating training activities using participant-centred, learning and participatory approaches.
  • Plan and deliver training sessions on the modules of the ILO
How will I learn?

This Training of Trainers course is designed to provide a comprehensive and engaging learning experience through two distinct parts: a Distance-Learning phase and a Residential Training phase.

Distance-Learning Phase

Four weeks before the residential training, participants will gain access to an online virtual platform. This phase is self-guided, allowing participants to:

  • Complete assignments based on readings from didactic modules.
  • Perform tests to reinforce learning and gauge understanding.
  • Access a Documentation Center with useful resources on course topics.
  • The purpose of this phase is to ensure all participants acquire a foundational level of knowledge, enabling them to fully engage with the in-person Residential Training sessions.

Residential Training Phase

This highly participatory, action-oriented phase will take place on the ITCILO campus, relying on the approach that emphasizes:

  • Experience exchange: participants will collaborate and share innovative, practical solutions to real-world challenges.
  • Active learning methods: group work, discussions, and interactive sessions will foster engagement and promote experience and knowledge exchange among participants.
  • Microteaching practice: during the final stage of the training, participants will deliver a short teaching session, applying what they have learned. This practical exercise offers constructive feedback in a supportive, low-risk environment.

Throughout the course, participants will benefit from the expertise of a carefully selected teaching team with extensive knowledge and professional experience in the subject. Permanent monitoring of the learning process will ensure a tailored approach to meet individual and group needs.

Evaluation and Certification

At the end of the course:

  • Participants will complete a knowledge acquisition test and an end-of-course evaluation to assess their learning outcomes and provide feedback on the training experience.
  • Successful participants will receive a Certificate of Achievement, authorizing them to deliver training sessions using the ILO Training Curriculum on "Building Modern and Effective Labour Inspection Systems."
  • This blended learning approach ensures a comprehensive understanding of the subject while equipping participants with practical teaching skills, creating a dynamic and enriching learning journey.
