The course course is designed to empower policymakers, financial planners, labor market analysts, and social partners with the skills and knowledge to analyse public expenditure, as well as to align public budgets and expenditure systems with national employment goals. This course delves into the strategic role of public finance in fostering job creation, improving job quality, and ensuring inclusive access to employment. Participants will explore how to assess and review public expenditure, optimise spending patterns, navigate fiscal constraints, and implement pro-employment budgets that drive sustainable economic growth while addressing the challenges of underemployment, informality, and inequality. It will also look at the important role of Integrated National Financing Frameworks (INFFs) and how they can be shaped and improved towards achieving employment and decent work targets, including those defined under SDG8.
