ILO has noted that the social and economic consequences of the COVID-19 pandemic have not fallen with equal severity on all shoulders. Many of those with more limited means and protection, such as workers in informal employment or in diverse work arrangements, have been the least able to face both the health and economic consequences of the crisis. Similarly, the impact of the crisis on economic units has been different according to their size, economic sector and if they operate in the formal or the informal economy. As the pandemic is causing massive damage to the informal economy, being young and female working in this vulnerable sector is even more worrisome. This online forum (40 hours over 5 weeks) provides insights into the impact of the COVID-19 crisis on the informal economy. It provides an opportunity to share experiences and identify practical advice - at the thematic and policy level - to deal with the situation and to prepare for an inclusive and sustainable recovery.

- Policy makers at various levels from key public institutions including ministries (labour, finance, planning, social affairs, statistics...) - Representatives from workers' and employers' organizations - Experts and technical staff from development banks, international organizations and donor agencies - Experts and technical staff from CSOs, NGOs and other civil society actors, working in the field of transition to formality - Researchers - Development practitioners.

Objectives

By the end of the online forum, participants will have:

  • strengthened their technical knowledge on the impact of the pandemic on workers and economic units in the informal economy.
  • strengthened their understanding of how governments, social partners and other stakeholders from various economies in the Global South are taking innovative measures to mitigate the social and economic impact of the crisis, notably on the most vulnerable groups
  • shared experiences on what steps countries can take to manage and overcome the impact of COVID-19, prevent further informalization and advance on facilitating the transition from the informal to the formal economy
