Climate change has been called the single greatest risk for the achievement of the Millennium Development Goals. There is increasing evidence of climate change becoming an additional driver of migration, both internal and across borders. Among the many drivers of forced displacement, sudden disasters as well as slow-onset natural emergencies fuelled by climate change are now gaining in importance. Addressing decent work deficits and their interaction with climate-related impacts as root causes of migration can help make migration a choice, not a necessity. This online course will address the impact of climate change on migration and forced displacement trends and explore concrete strategies for ensuring labour market integration of people displaced due to natural disaster, environmental degradation and climate change. It will also consider the potentially adverse impacts of large, long-term displacement on the environment and natural resources of the area (country or region) of destination and how to mitigate them.

What topics does this course cover?

This online course will explore the labour dimensions of the complex intersection of climate change and human mobility.

  • Key concepts and dynamics related to climate change, human mobility and the implications on decent work and livelihoods.
  • Practical guidance and tools to address the challenges posed by climate-induced mobility and ensure that displacement and migration are integrated in climate change legislation, policies and planning frameworks.
  • Policies, strategies, and instruments that enable access to decent work in the context of climate-induced human mobility and climate change adaptation (e.g., social protection, financial services, market-based livelihood interventions, etc.).
What will I learn?

By the end of this course, participants will have:

  • Explored the dynamics and the complex interactions between climate change and human mobility, including the gender dimensions
  • Analysed the impacts, and the range of potential outcomes, of climate-induced human mobility on employment and labour market access for affected people and the implications for decent work 
  • Reviewed the scope of the ILO’s Just Transition Guidelines in relation to human mobility
  • Established the importance of resilience, sustainability and adaptation strategies, notably green jobs and skills, to mitigate the impacts of climate change
  • Recognised the significance of ensuring that climate-related mobility and employment strategies and policies are governed through a rights-based approach based on international labour standards that recognises human dignity and minimises protection gaps.
What will I be require to do during the course?

Course learning materials and tuition will be offered online in English.

The following requirements are therefore essential to participate in this course:

  • The ability to use and access a computer with internet
  • Working knowledge of written English
  • The availability to dedicate per week between 5-10 hours to the course.
What will I be able to do?

By the end of the course, participants will have advanced their knowledge and understanding of the impacts of climate change on human mobility and the decent work implications. They will be able to:

  • Analyse international legal and policy frameworks dedicated to addressing human mobility challenges in the context of disasters, climate change and environmental degradation, including the role of free movement agreements and bilateral instruments to facilitate cross-border movement in the context of disasters and climate change 
  • Propose relevant legal and policy options to minimize the negative effects of climate change on societies and economies and take advantage of related opportunities for building resilience and ensuring adequate protection to the people affected.

This course qualifies for the ITCILO Diploma for Labour Migration Experts and Practitioners. Take the Academy on Labour Migration, three courses out of all eligible courses within a five year period, and complete a capstone project to become part of a global cadre of practitioners and experts with a recognised set of skills in labour migration policy.

How?

The course consists of a number of online modules offered through the eCampus online platform to be completed over a period of six weeks for an estimated total of 60 learning hours.

The course is broken down into three phases:

  • Pre-course learning: Flexible (asynchronous) self-guided online learning on eCampus and an end of phase assessment.
  • “Real time” learning: Live interactive sessions and engaging video presentations by highly experienced trainers, blended with individual and collaborative group exercises, peer-to-peer assessment and online technical forums on eCampus.
  • End of course assignment: Individual assignment applying ILO Guidelines to the participants’ organization.

Participants who successfully complete all assessments and the final assignment will receive a Certificate of Achievement. The passing grade is 60/100
